PROPOSED TEXT OF AMENDMENT XXVIII

To borrow money on the credit of the United States both Houses must approve by two thirds. But in all such cases the votes of both Houses shall be determined by yeas and nays, and the names of the persons voting for and against the bill shall be entered on the journal of each house respectively.










"A democracy cannot exist as a permanent form of government. It can only exist until the voters discover they can vote themselves largess out of the public treasury."  ... Let's prove them wrong.
